Could Barbara Walters' Chicken Pox Have Been Prevented?
Legendary broadcast journalist Barbara Walters probably should have been vaccinated against chicken pox, experts say.
Yesterday, it was announced that the 83-year-old, who never had chicken pox as a child, remains hospitalized with the virus. While vaccinating children against chicken pox is routine, the vaccine is also recommended for adolescents and adults who haven't previously had the disease. (The chicken pox vaccine first became available in 1995.)
Dr. Robert Glatter, an attending physician at Lenox Hill Hospital's Department of Emergency Medicine in New York City, said adults who aren't sure if they have ever had chicken pox should speak with their doctors about being vaccinated. But he would encourage them to get the vaccine if there's any question that they might be susceptible to the disease.
"There's no downside to it," Glatter said. Older adults who develop chicken pox are at greater risk for complications, including pneumonia, high fever and breathing problems, he added.
The chicken pox vaccine isn't perfect, but studies show that 70 to 90 percent of adults who get the vaccine will be fully protected against the disease, Glatter said. People who develop chicken pox despite receiving the vaccination will typically experience milder symptoms, Glatter said.
Catching chicken pox as an adult is extremely rare; 75 to 90 percent of chicken pox cases occur in children under age 10, Glatter said.
Typically, a person develops chicken pox after coming into contact with an infected person.? It's also possible for people who've never had chicken pox to catch the disease from ?someone who has an active shingles rash, Glatter said. (Shingles, which affects adults, develops when the long-dormant chicken pox virus becomes active again.)
A shingles vaccination, which is recommended for people ages 60 and over, would not necessarily protect against chicken pox, Glatter said.

Mali military enters fabled town of Timbuktu
SEVARE, Mali (AP) ? Backed by French helicopters and paratroopers, Malian soldiers entered the fabled city of Timbuktu on Monday after al-Qaida-linked militants who ruled the outpost by fear for nearly 10 months fled into the desert, setting fire to a library that held thousands of manuscripts dating to the Middle Ages.
French Col. Thierry Burkhard, chief military spokesman in Paris, said that there had been no combat with the Islamists but that the French and Malian forces did not yet control the town.
Still, there was celebration among the thousands of Timbuktu residents who fled the city rather than live under strict and pitiless Islamic rule and the dire poverty that worsened after the tourist industry was destroyed.
"In the heart of people from northern Mali, it's a relief ? freedom finally," said Cheick Sormoye, a Timbuktu resident who fled to Bamako, the capital.
Timbuktu, a city of mud-walled buildings and 50,000 people, was for centuries a seat of Islamic learning and a major trading center along the North African caravan routes that carried slaves, gold and salt. In Europe, legend had it that it was a city of gold. Today, its name is synonymous to many with the ends of the earth.
It has been home to some 20,000 irreplaceable manuscripts, some dating to the 12th century. It was not immediately known how many were destroyed in the blaze that was set in recent days in an act of vengeance by the Islamists before they withdrew.
Michael Covitt, chairman of the Malian Manuscript Foundation, called the arson a "desecration to humanity."
"These manuscripts are irreplaceable. They have the wisdom of the ages and it's the most important find since the Dead Sea Scrolls," he said.
The militants seized Timbuktu last April and began imposing a strict Islamic version of Shariah, or religious law, across northern Mali, carrying out amputations and public executions. Women could be whipped for going out in public without wearing veils, while men could be lashed for having cigarettes.
Just over two weeks after the French began their military intervention in Mali, French and Malian forces arrived in Timbuktu overnight, the French military spokesman said Monday.
"The helicopters have been decisive," Burkhard said, describing how they aided the ground forces who came from the south as French paratroopers landed north of the city.
But the French have said Mali's military must finish the job of securing Timbuktu. And the Malians have generally fared poorly in combat, often retreating in panic in the face of well-armed, battle-hardened Islamists.
During their rule in Timbuktu, the militants systematically destroyed cultural sites, including the ancient tombs of Sufi saints, which they denounced as contrary to Islam because they encouraged Muslims to venerate saints instead of God.
The mayor said the Islamists burned his office as well as the Ahmed Baba institute, a library rich in historical documents.
"It's truly alarming that this has happened," Mayor Ousmane Halle told The Associated Press by telephone from Bamako. "They torched all the important ancient manuscripts. The ancient books of geography and science. It is the history of Timbuktu, of its people."
Some manuscripts had been removed from Timbuktu or hidden away for safekeeping from the Islamists.
"UNESCO is very concerned about the reports coming out of Timbuktu as to damage on cultural heritage there," UNESCO chief spokeswoman Sue Williams said from Paris.
The destruction recalls tactics used by the Taliban in 2001 when they dynamited a pair of giant Buddhas carved into a mountain in Afghanistan. The Taliban also rampaged through the national museum, smashing any art depicting the human form, considered idolatrous under their hardline interpretation of Islam. In all, they destroyed about 2,500 statues.
Mali's Islamists still control the provincial capital of Kidal farther north and are believed to have dug a network of tunnels, trenches and caves from which they can launch attacks.
Nana Toure, a native of Timbuktu now living in the capital, said she was delighted to hear that the French had arrived but worried how long the Malian soldiers could hold the town without help.
"French troops must not leave us alone then because those who fled may come back and cause problems for us," she said. "French troops have to stay a bit to stabilize the place."

In the wake of Hurricane Sandy, investors and government agencies will pour millions of dollars into the Rockaways, Howard Beach, Coney Island and elsewhere. Homes will be rebuilt. Parks, utilities and infrastructure will be restored.The public commitment to revitalizing these neighborhoods should comfort Sandy?s victims. Regrettably, it will also encourage another, potentially hazardous, constituency: real-estate speculators.
As a result of the storm, property values have plummeted. The vulnerability of these neighborhoods was exposed, and rising insurance costs will discourage potential homeowners. Not so, speculators. Vacant lots are cheaper to insure; overflowing tides don?t inflict damage on mounds of dirt.
Speculators will sit on their land, incurring little cost and waiting for public investment to revitalize the area. Meanwhile, the accumulation of empty plots will blight the neighborhood, delay recovery and undermine government efforts at restoration.
This behavior is not unique to storm-ravaged sections of the city. ?Up-and-coming? neighborhoods too often fall prey. Above 125th Street, speculators have patiently (and cheaply) awaited the lower-Harlem renaissance to creep northward. The area is left pockmarked with vacant lots. Renewal is delayed, if not thwarted altogether.
How can we temper these undesirable practices? With a two-tier property tax ? a revenue-neutral shift to encourage development rather than land speculation.
Property assessments are divided into two parts: one for the value of the land itself, the other for the value of buildings (?improvements?). Under two-tier taxation, land is taxed at a significantly higher rate than are improvements. The lower rate for buildings provides an incentive for owners to maintain and restore properties. The higher rate for land discourages speculation. Developers cannot sit on undeveloped or underdeveloped land without suffering steep costs.
How might two-tiered taxation work? In New York, land and improvements in residential areas are subject to an 18.6 percent property tax.Thus, land with a taxable value of $10,000 would be taxed $1,860, and improvements with a similar taxable value of $10,000 would owe another $1,860, a total of $3,720. Under a two-tier system, the tax rate for land could jump by, say, 50 percent, while the rate for improvement could be halved.In that case, the owner would pay $2,790 in land taxes and $930 for improvements ? keeping the total to $3,720.
But here?s the payoff: The owner?s tax bill under that scheme would climb another $2,790 if he purchased a second lot with a taxable value of $10,000 ? but by only $930 if he used that money toward building.Thus, hoarding would be discouraged; development encouraged.
The two-tier property tax has a proven record of success. In 1979, Pittsburgh began taxing land at a rate six times higher than improvements. In the ensuing decade, building permits increased by 70.4 percent. This expansion occurred while its core industry, steel, was faltering. In the same period, the number of building permits fell by 14.4 percent in similar Northeastern and Midwestern cities.
Harrisburg, Penn., also experienced a boost. From 1950 to 1977, the city lost nearly half its population. According to federal criteria, it was the second most distressed city in America. Following the introduction of two-tier property taxation, along with other revitalization policies, Harrisburg made an impressive comeback. In the ensuing decade, the number of vacant sites fell by nearly 90 percent, and the number of businesses more than doubled. (The city?s recent financial problems are unrelated.)
Besides stimulating urban renewal, two-tier taxation has another virtue: transparency. New York has experimented with a variety of abatements to incentivize development. Too often, these exemptions are issued quietly and selectively ? targeted at specific projects or well-heeled interest groups. Two-tier taxation, on the other hand, creates a simple and uniform code to stimulate property investment. If a more customized approachispreferred, it should be geared not toward individuals but neighborhoods ? in commercial corridors and where public investment is being targeted.
In the wake of Hurricane Sandy, and for the good of all renewal efforts, a two-tier property tax is vital in New York. And as a revenue-neutral idea, it?s perfectly consistent with the goals of of Gov. Cuomo?s Tax Reform and Fairness Commission.
By discouraging speculation, it would guard against undesirable fluctuations in the real-estate market. And by encouraging building in areas suitable for redevelopment, such a tax would stimulate the city?s economy and discourage sprawl.
City pols often fight over the?amount?of taxation. But a top priority should besmartertaxes. The two-tier property tax would be a brilliant first step.

Bipartisan Framework for Comprehensive Immigration Reform
Senators Schumer, McCain, Durbin, Graham, Menendez, Rubio, Bennet, and Flake
Introduction
We recognize that our immigration system is broken. And while border security has improved significantly over the last two Administrations, we still don?t have a functioning immigration system. This has created a situation where up to 11 million undocumented immigrants are living in the shadows. Our legislation acknowledges these realities by finally committing the resources needed to secure the border, modernize and streamline our current legal immigration system, while creating a tough but fair legalization program for individuals who are currently here. We will ensure that this is a successful permanent reform to our immigration system that will not need to be revisited.
Four Basic Legislative Pillars:
o Create a tough but fair path to citizenship for unauthorized immigrants currently living in the United States that is contingent upon securing our borders and tracking whether legal immigrants have left the country when required;
o Reform our legal immigration system to better recognize the importance of characteristics that will help build the American economy and strengthen American families;
o Create an effective employment verification system that will prevent identity theft and end the hiring of future unauthorized workers; and,
o Establish an improved process for admitting future workers to serve our nation?s workforce needs, while simultaneously protecting all workers.
I. Creating a Path to Citizenship for Unauthorized Immigrants Already Here that is Contingent Upon Securing the Border and Combating Visa Overstays
? Our legislation will provide a tough, fair, and practical roadmap to address the status of unauthorized immigrants in the United States that is contingent upon our success in securing our borders and addressing visa overstays.
? To fulfill the basic governmental function of securing our borders, we will continue the increased efforts of the Border Patrol by providing them with the latest technology, infrastructure, and personnel needed to prevent, detect, and apprehend every unauthorized entrant.
? Additionally, our legislation will increase the number of unmanned aerial vehicles and surveillance equipment, improve radio interoperability and increase the number of agents at and between ports of entry. The purpose is to substantially lower the number of successful illegal border crossings while continuing to facilitate commerce.

? We will strengthen prohibitions against racial profiling and inappropriate use of force, enhance the training of border patrol agents, increase oversight, and create a mechanism to ensure a meaningful opportunity for border communities to share input, including critiques.
? Our legislation will require the completion of an entry-exit system that tracks whether all persons entering the United States on temporary visas via airports and seaports have left the country as required by law.
? We recognize that Americans living along the Southwest border are key to recognizing and understanding when the border is truly secure. Our legislation will create a commission comprised of governors, attorneys general, and community leaders living along the Southwest border to monitor the progress of securing our border and to make a recommendation regarding when the bill?s security measures outlined in the legislation are completed.
? While these security measures are being put into place, we will simultaneously require those who came or remained in the United States without our permission to register with the government. This will include passing a background check and settling their debt to society by paying a fine and back taxes, in order to earn probationary legal status, which will allow them to live and work legally in the United States. Individuals with a serious criminal background or others who pose a threat to our national security will be ineligible for legal status and subject to deportation. Illegal immigrants who have committed serious crimes face immediate deportation.
? We will demonstrate our commitment to securing our borders and combating visa overstays by requiring our proposed enforcement measures be complete before any immigrant on probationary status can earn a green card
? Current restrictions preventing non-immigrants from accessing federal public benefits will also apply to lawful probationary immigrants.
? Once the enforcement measures have been completed, individuals with probationary legal status will be required to go to the back of the line of prospective immigrants, pass an additional background check, pay taxes, learn English and civics, demonstrate a history of work in the United States, and current employment, among other requirements, in order to earn the opportunity to apply for lawful permanent residency. Those individuals who successfully complete these requirements can eventually earn a green card.
? Individuals who are present without lawful status ? not including people within the two categories identified below ? will only receive a green card after every individual who is already waiting in line for a green card, at the time this legislation is enacted, has received their green card. Our purpose is to ensure that no one who has violated America?s immigration laws will receive preferential treatment as they relate to those individuals who have complied with the law.

? Our legislation also recognizes that the circumstances and the conduct of people without lawful status are not the same, and cannot be addressed identically.
o For instance, individuals who entered the United States as minor children did not knowingly choose to violate any immigration laws. Consequently, under our proposal these individuals will not face the same requirements as other individuals in order to earn a path to citizenship.
o Similarly, individuals who have been working without legal status in the United States agricultural industry have been performing very important and difficult work to maintain America?s food supply while earning subsistence wages. Due to the utmost importance in our nation maintaining the safety of its food supply, agricultural workers who commit to the long term stability of our nation?s agricultural industries will be treated differently than the rest of the undocumented population because of the role they play in ensuring that Americans have safe and secure agricultural products to sell and consume. These individuals will earn a path to citizenship through a different process under our new agricultural worker program.
II. Improving our Legal Immigration System and Attracting the World?s Best and Brightest
? The development of a rational legal immigration system is essential to ensuring America?s future economic prosperity. Our failure to act is perpetuating a broken system which sadly discourages the world?s best and brightest citizens from coming to the United States and remaining in our country to contribute to our economy. This failure makes a legal path to entry in the United States insurmountably difficult for well-meaning immigrants. This unarguably discourages innovation and economic growth. It has also created substantial visa backlogs which force families to live apart, which incentivizes illegal immigration.
? Our new immigration system must be more focused on recognizing the important characteristics which will help build the American economy and strengthen American families. Additionally, we must reduce backlogs in the family and employment visa categories so that future immigrants view our future legal immigration system as the exclusive means for entry into the United States.
? The United States must do a better job of attracting and keeping the world?s best and brightest. As such, our immigration proposal will award a green card to immigrants who have received a PhD or Master?s degree in science, technology, engineering, or math from an American university. It makes no sense to educate the world?s future innovators and entrepreneurs only to ultimately force them to leave our country at the moment they are most able to contribute to our economy.

III. Strong Employment Verification
? We recognize that undocumented immigrants come to the United States almost exclusively for jobs. As such, dramatically reducing future illegal immigration can only be achieved by developing a tough, fair, effective and mandatory employment verification system. An employment verification system must hold employers accountable for knowingly hiring undocumented workers and make it more difficult for unauthorized immigrants to falsify documents to obtain employment. Employers who knowingly hire unauthorized workers must face stiff fines and criminal penalties for egregious offenses.
? We believe the federal government must provide U.S. employers with a fast and reliable method to confirm whether new hires are legally authorized to work in the United States. This is essential to ensure the effective enforcement of immigration laws.
? Our proposal will create an effective employment verification system which prevents identity theft and ends the hiring of future unauthorized workers. We believe requiring prospective workers to demonstrate both legal status and identity, through non-forgeable electronic means prior to obtaining employment, is essential to an employee verification system; and,
? The employee verification system in our proposal will be crafted with procedural safeguards to protect American workers, prevent identity theft, and provide due process protections.
IV. Admitting New Workers and Protecting Workers? Rights
? The overwhelming majority of the 327,000 illegal entrants apprehended by CBP in FY2011 were seeking employment in the United States. We recognize that to prevent future waves of illegal immigration a humane and effective system needs to be created for these immigrant workers to enter the country and find employment without seeking the aid of human traffickers or drug cartels.
? Our proposal will provide businesses with the ability to hire lower-skilled workers in a timely manner when Americans are unavailable or unwilling to fill those jobs.
? Our legislation would:
o Allow employers to hire immigrants if it can be demonstrated that they were unsuccessful in recruiting an American to fill an open position and the hiring of an immigrant will not displace American workers;
o Create a workable program to meet the needs of America?s agricultural industry, including dairy to find agricultural workers when American workers are not available to fill open positions;
o Allow more lower-skilled immigrants to come here when our economy is creating jobs, and fewer when our economy is not creating jobs;

o Protect workers by ensuring strong labor protections; and,
o Permit workers who have succeeded in the workplace and contributed to their communities over many years to earn green cards.

WASHINGTON (AP) ? Egypt is on a "difficult path" to a peaceful democracy, the White House said Monday as months of lukewarm political support for the conservative Islamic government was in danger of backfiring after deadly weekend riots pushed Cairo to crack down on civil rights.
It was the latest strain on the stretched-thin detente between the Obama administration and Egyptian President Mohammed Morsi and his Muslim Brotherhood following ? a fault line that already has delayed $1 billion in U.S. aid to Cairo. Billions of additional dollars in international loans also have been shelved because of Egypt's instability.
Washington has worried since June ? when Egyptian voters overthrew dictator Hosni Mubarak and picked Morsi as its first democratically elected leader ? that the Brotherhood ultimately would default to its anti-American and anti-Israel roots instead of taking a more moderate stance towards peace.
A spate of recent steps ? from Brotherhood-led attacks on protesters, to vague protestations of women's freedoms in the nation's new constitution, to revelations of old comments by Morsi referring to Jews as "bloodsuckers" and "pigs" ? have raised alarm among senior U.S. officials. Political unrest in Egypt peaked this weekend with clashes that left more than 50 people dead and forced Morsi to deploy military forces and impose a curfew as part of a month-long state of emergency in three Suez Canal provinces.
"We have engaged directly with the Egyptian government as they move forward on the difficult path towards greater democracy and rule of law, and we will continue to do so," White House spokesman Jay Carney said Monday. "There needs to be a lasting solution to the conflict that we see in Egypt and it has to be a solution that adheres to the rights of all Egyptians.
"Obviously, this is not a lasting solution," Carney said.
The U.S. Embassy in Cairo closed hours early on Monday, fearing that protests against Morsi and the Brotherhood could turn violent and endanger American diplomats who work a few miles from Tahrir Square, the base of Egypt's revolution in 2001. State Department spokeswoman Victoria Nuland said U.S. officials are "obviously watching how this moves forward," and urged Morsi's secular and liberal political opponents to agree to a national dialogue with the president to settle the burgeoning crisis.
"There are a lot of different views about how to take the country forward," Nuland said.
Egypt is the birthplace of the Muslim Brotherhood, but its influence and affiliates have spread across the Mideast and into North Africa ? where two recent terrorist attacks and a French assault on Islamist militants in Mali have presented Obama with a new front in the war against extremism for his second term.
The White House has little interest in picking a fight with the Brotherhood, which has grown in size and stature across the region since the Arab Spring revolts. The Brotherhood and similar Islamist movements are regarded warily by monarchies in Jordan, Kuwait, Saudi Arabia, the United Arab Emirates and Morocco. Its members are part of the opposition coalition seeking to oust Syrian President Bashar Assad. It has small followings in Qatar, Algeria, and a like-minded ? although not officially affiliated ? ally in Tunisia.
The Brotherhood describes itself as a non-violent social organization dedicated to instilling Islamic values in the society. In Egypt, the group was repressed by former regimes for decades and has struggled with adjusting to its new role leading the government. Its members, fearing a coup, are widely blamed with attacking anti-Morsi protesters outside the presidential palace in Cairo last month in clashes that left at least 10 people dead.
"This is the kind of group that will be a pain to deal with for the United States, but it's not al-Qaida; it's not a security threat," said Nathan Brown, a professor at George Washington University who has been researching Islamic movements for nearly a decade. "The biggest fear on the part of the (Obama) administration is a political breakdown in Egypt. They are worried that a collapse in the Egyptian state would be destabilizing on the region, and might allow the flow of arms and fighters among more radical movements in the region."
Since the Tahrir Square revolution, Washington has tried to help Egypt build a democratic state without appearing to tread on its sovereignty. Morsi won election last June with 51 percent of Egypt's vote, and has since offered words of moderation, brokered a cease-fire between Israelis and Palestinians in Gaza and bore down on terrorist dens in the Sinai Peninsula.
Morsi's anti-Semitic comments, made in separate speeches in 2010 but which surfaced this month on Egyptian TV, also accused Obama of being a liar. They shocked U.S. officials who sprang to condemn them as counter-productive to American-supported peace efforts in the Mideast. But they surprised few people in Egypt, who have heard Brotherhood officials make similar statements for years.
Morsi initially struggled to respond to the U.S. backlash from the comments. His office issued a statement committing to uphold religious freedoms and tolerance, and condemning violence. It did little to soothe U.S. lawmakers ? Democrats and Republicans alike ? who have balked at approving $1 billion in aid to Egypt that Obama promised in 2011 to help the new government settle an economic crisis that has drained the country's central bank and devalued the local currency in the revolution's aftermath.
"How would the American people feel about cutting money to education programs here and giving money to a government that is anti-Semitic?" Rep. Frank Wolf, R-Va., a member of the House Appropriations subcommittee that oversees funding to foreign governments, said.
"I don't think the administration has any right to say they are going to grant this foreign aid because I think this Congress may very well condition it," Wolf said. "I think there are a lot of questions, and I don't think it's a given."
Part of the proposed $1 billion aid package depends on International Monetary Fund approval of its own $4.8 billion loan to Egypt. But that loan has stalled for months because of Egypt's instability. And despite its misgivings about Morsi, the White House still is pushing Congress for the funding, acknowledging that Egypt's downfall all but certainly would roil the already turbulent Mideast and North Africa.
Obama administration officials said Morsi's promises to abide by Egypt's 1979 peace treaty with Israel, and continued security cooperation with Israel over the volatile Sinai Peninsula shows his willingness to be a reasonable partner. Morsi's work in November to broker a cease-fire between Israel and Gaza's Hamas rules was "a good first step," the senior Obama administration official said.
But Washington remains wary of Morsi and the Muslim Brotherhood, "who come from a very conservative viewpoint with issues that are very important to America," said Sen. Kirsten Gillibrand, D-N.Y.
Gillibrand was part of a delegation of U.S. lawmakers who met with Morsi in Cairo this month shortly after his 2010 statements surfaced. She stopped short of saying Morsi appeared chastened but described him as mindful of "how important America is to the viability of his presidency and the economy."
She said lawmakers want to see what actions he takes, "and we want to see if his words match those deeds and actions," Gillibrand said.

Wall Street Week Ahead: Bears sleep as stocks near record highs
NEW YORK (Reuters) - U.S. stocks have been on a tear in January, moving major indexes within striking distance of all-time highs. The bearish case is a difficult one to make right now.
Earnings have exceeded expectations, the housing and labor markets have strengthened, lawmakers in Washington no longer seem to be the roadblock that they were for most of 2012, and money has returned to stock funds again.
The Standard & Poor's 500 Index <.spx> is up 5.4 percent this year and above 1,500 - climbing to the spot where Wall Street strategists expected it to be by mid-year. The Dow Jones industrial average <.dji> is just 2 percent away from all-time highs reached in October 2007. The Dow ended on Friday at 13,895.98, its highest close since October 31, 2007.
The S&P 500 has risen for four straight weeks and eight consecutive sessions, the longest streak of days since 2004. On Friday, the benchmark S&P 500 ended at 1,502.96 - its first close above 1,500 in more than five years.
"Once we break above a resistance level at 1,510, we dramatically increase the probability that we break the highs of 2007," said Walter Zimmermann, a technical analyst at United-ICAP, in Jersey City, New Jersey. "That may be the start of a rise that could take equities near 1,800 within the next few years."
The most recent Reuters poll of Wall Street strategists estimated the benchmark index would rise to 1,550 by year's end, a target that is 3.1 percent away from current levels. That would put the S&P 500 a stone's throw from the index's all-time intraday high of 1,576.09 reached on October 11, 2007.
The new year has brought a sharp increase in flows into U.S. equity mutual funds, and that has helped stocks rack up four straight weeks of gains, with strength in big- and small-caps alike.
That's not to say there are no concerns. Economic growth has been steady, but not as strong as many had hoped. The household unemployment rate remains high at 7.8 percent. And more than 75 percent of the stocks in the S&P 500 are above their 26-week highs, suggesting the buying has come too far, too fast.
MUTUAL FUND INVESTORS COME BACK
All 10 S&P 500 industry sectors are higher in 2013, in part because of new money flowing into equity funds. Investors in U.S.-based funds committed $3.66 billion to stock mutual funds in the latest week, the third straight week of big gains for the funds, data from Thomson Reuters' Lipper service showed on Thursday.
Energy shares <.5sp10> led the way with a gain of 6.6 percent, followed by industrials <.5sp20>, up 6.3 percent. Telecom <.5sp50>, a defensive play that underperforms in periods of growth, is the weakest sector - up 0.1 percent for the year.
More than 350 stocks hit new highs on Friday alone on the New York Stock Exchange. The Dow Jones Transportation Average <.djt> recently climbed to an all-time high, with stocks in this sector and other economic bellwethers posting strong gains almost daily.

The gains have run across asset sizes as well. The S&P small-cap index <.spcy> has jumped 6.7 percent and the S&P mid-cap index <.mid> has shot up 7.5 percent so far this year.
Exchange-traded funds have seen year-to-date inflows of $15.6 billion, with fairly even flows across the small-, mid- and large-cap categories, according to Nicholas Colas, chief market strategist at the ConvergEx Group, in New York.
"Investors aren't really differentiating among asset sizes. They just want broad equity exposure," Colas said.
The market has shown resilience to weak news. Last week, the S&P 500 held steady on Thursday despite a 12 percent slide in shares of Apple after the iPhone and iPad maker's results. The giant tech company is heavily weighted in both the S&P 500 and Nasdaq 100 <.ndx>. In the past, Apple's drop has suffocated stocks' broader gains.
In the last few days, the ratio of stocks hitting new highs versus those hitting new lows on a daily basis has started to diminish - a sign that the rally is narrowing to fewer names - and could be running out of gas.
Investors have also cited sentiment surveys that indicate high levels of bullishness among newsletter writers, a contrarian indicator, and momentum indicators are starting to suggest the rally has perhaps come too far.
THE FED AND JOBS ON THE AGENDA
The Federal Reserve's policymakers will meet this week for the first time this year. The Federal Open Market Committee's meeting will start on Tuesday and end on Wednesday. Most economists polled in late January expect the Fed's ultra-loose monetary policy to stay in place well into next year despite the modest growth forecast for the U.S. economy.
The market's resilience could be tested this week with Friday's release of the January non-farm payrolls report. About 155,000 jobs are forecast to have been added in the month, a Reuters poll showed. The U.S. unemployment rate is expected to hold steady at 7.8 percent.
"Staying over 1,500 sends up a flag of profit taking," Jerry Harris, president of asset management at Sterne Agee, in Birmingham, Alabama, said in reference to the S&P 500. "Since recent jobless claims have made us optimistic on payrolls, if that doesn't come through, it will be a real risk to the rally."
A number of marquee names will report earnings this week, including bellwether companies such as Caterpillar Inc
On a historic basis, valuations remain relatively low. The S&P 500's price-to-earnings ratio sits at 15.66, just a tad above the historic level of 15.
Worries about the U.S. stock market's recent strength do not mean the market is in a bubble. Investors clearly don't feel that way at the moment.
"We're seeing more interest in equities overall, and a lot of flows from bonds into stocks," said Paul Zemsky, who helps oversee $445 billion as the New York-based head of asset allocation at ING Investment Management. "We've been increasing our exposure to risky assets."
For the past week, the Dow climbed 1.8 percent, the S&P 500 rose 1.1 percent and the Nasdaq advanced 0.5 percent.

Man charged in Florida manhole cover heist

Police in Florida announced Friday that they had arrested a suspect in the disappearance of 166 manhole covers.
The Polk County Sheriff?s detectives launched an investigation on Wednesday after the local utility company, Toho Water Authority, reported that dozens of the 300-pound steel lids had gone missing over a period of about two weeks, a release from the Sheriff said.
A "scrap alert" to all secondhand metal dealers sparked a tip leading to Christopher Fink, 40, who was arrested on Thursday after he allegedly offloaded the covers ? worth more than $22,000 in total ? with Gregco Recycling.
Local authorities were not amused.
"The lack of manhole covers significantly increased the risk of harm to drivers and pedestrians in the area," said a release from the Polk County Sheriff?s Office. "Toho placed temporary plywood covers over the spaces and marked each area as a hazard."
Fink was charged with 21 counts of grand theft, four counts of dealing in stolen property,?four counts of false verification to secondhand metal dealer and 166 counts culpable negligence exposure to harm.
The theft of manhole covers, typically made of cast iron, is a global problem, and?generally worsens when the price of scrap metal is high.
In some of other recent manhole cover disappearances, Bessemer City, N.C. in December was?investigating the disappearance of 30 covers in a week according to local TV station News 14 while in Cleveland earlier this month, a driver was stopped around 1 a.m. with at least 10 stolen manhole covers and stolen storm grates?in the back of his truck.
Last year, the town of Birmingham in the United Kingdom called a crisis meeting?over?a spate of metal thefts after 900 manhole covers disappeared in 6 months, people posing as city workers brazenly walked off with metal street signs and thieves stripped the plumbing from empty houses.
In the Indian city of Calcutta, the problem of manhole covers disappearing became so severe at one point that the government started making the covers from concrete, according to a report in the Telegraph India. But thieves took them anyway, and cashed in on the rebar embedded inside.

Penguin Colony's First Contact With Humans In Antarctica Captured On Camera (VIDEO)
A group of explorers recently became the first humans to ever make contact with a previously unknown colony of more than 9,000 Emperor penguins in the Antarctic. It was a meeting that the expedition leader called "unforgettable."
According to the International Polar Foundation, the group made contact with the Emperor penguin colony, said to be one of Antarctica's largest, in early December after evidence of the birds' existence was discovered using satellite imagery. In a 2009 paper, researchers from the British Antarctic Survey said they located the colony after images taken from space revealed evidence of "penguin poo."
Still, until the recent expedition, there hadn't been unequivocal proof of the colony's existence.
Expedition leader Alain Hubert, who has been in Antarctica for seven seasons and is in the region with the International Polar Foundation research team, told National Geographic that the satellite images gave him and his crew a "rough idea of where to start looking."
Last month, Hubert, along with two other men, hopped on snowmobiles and took a treacherous journey to where they believed the penguins to be. To their amazement, they struck gold. "We were lucky to find it," Hubert told National Geographic.
On Dec. 3, Hubert and his team stumbled upon the 9,000 Emperor penguins, basking in the Antarctic summer sun. They say they were the first humans that the penguins had ever seen.
According to CNN, about 3/4 of the colony were chicks. "Despite global warming, this colony? is growing," said Hubert.
Though Emperor penguins, a species endemic to Antarctica, once lived abundantly in the wild and were considered animals of "least concern" from a conservation standpoint, the International Union for the Conservation of Nature (IUCN) recently changed the status of the species to "near threatened." The animals are "projected to undergo a moderately rapid population decline over the next three generations owing to the effects of projected climate change," the IUCN explains.
As the Antarctic and Southern Ocean Coalition website notes, Emperor penguins are "highly vulnerable" to changes in climate and are "predicted to suffer" if the world's average temperature should increase by 2 degrees Celsius (about 3.6 degrees Fahrenheit), a change experts say will come by the year 2052.
According to a 2011 report by the National Research Council, the average temperature of the Earth?s surface has increased by about 1.4 degrees Fahrenheit over the past century; however, a whopping 1 degree Fahrenheit of this warming is said to have occurred over the past three decades.

A new study published in January in the journal BMC Cancer, led by Kosj Yamoah, M.D., Ph.D., a resident in the Department of Radiation Oncology at Thomas Jefferson University and Hospital, takes aim at the issue by investigating prostate cancer diagnoses and treatment delivery in black men living in the West African region, in order to devise research strategies to help improve health outcomes.
Overall, many men are diagnosed at a later stage, with more than half opting out of treatment, they found. The researchers point to stigmas about cancer as a root of the problem.
?Cancer could eclipse infectious diseases as an epidemic if more awareness and intervention doesn?t come about,? said Dr. Yamoah, who grew up in Ghana until age 20, when he came to the United States. ?Cancer can be very hush-hush because of cultural and financial issues and social stigmas associated with the disease. We need to bring awareness and address the needs of the population and barriers to care.?
"Cancer is still perceived as a death sentence,? he added. ?People are scared to go to their doctor to find out if they have it, let alone to follow through with treatment.?
In a retrospective analysis of 379 patients referred for treatment at the National Center for Radiotherapy and Nuclear Medicine at the Korle Bu Teaching Hospital (KBTH) from 2003 to 2009, the team found that 33 percent were diagnosed with metastatic disease and 70 percent had a prostate-specific antigen (PSA) score four times higher than men in the United States or Europe at time of diagnosis.
PSA screening rates in Ghana are low, the authors explain, and many men opt out of radiation therapy and other therapies after diagnosis. Out of the 251 patients eligible for radiation therapy, only 141 patients actually received external beam radiation therapy.
Among patients with at least two years of follow up after external beam radiation therapy, three- and five-year PSA-failure free survival was 73.8 percent and 65.1 percent respectively. In the U.S., those percentages are 90 percent and 85 percent, respectively.
Reasons recognized by KBTH clinicians for patients declining radiation therapy included: the prohibitive cost of treatment, fear of radiation, and a state of denial based on their perception of disease originating solely from spiritual causes rather than biologic processes.
The data, which to date provides the largest source of published information on outcomes for prostate cancer treatment in the West African region, is a call to action, according to the authors.
The research team plans to develop treatment regimens tailored to the needs of Ghanaian men, which may differ from guidelines currently utilized in the Unites States and Europe in order to better address the disease burden and improve mortality rates in Ghana. That could mean more frequent PSA screening.
?There is controversy in the United States with PSA testing, but in a country like Ghana, there may be a role for PSA screening, even infrequent screening, because of all the late stage cancers we are finding,? said Dr. Yamoah.
The team has established collaboration between two institutions with the hope of improving prostate cancer treatment and plan to start more clinical trials to develop novel, shorter course treatments for locally-advanced prostate cancer.
?Based on these results, our group has proposed a plan for future research aimed at identifying an appropriate role for PSA screening in this population, developing radiation therapy treatment schedules that better fulfill the needs of Ghanaian prostate cancer patients, and contributing to understanding genetic factors associated with prostate cancer risk and treatment response,? the authors write.

The Coach Who Was Too Good For His Own Good ? Marketing ...
Alex, a life coach, strongly believed in letting the client determine the direction of his work with them.
You know ? that whole ?meet them where they are? kind of thing. ;-)

'Quadruple Helix' DNA Found In Human Cells, May Aid Cancer Fight
Sixty years after Watson and Crick first described the two-stranded "double helix" structure of DNA, scientists at the University of Cambridge now report that they've found four-stranded "quadruple helix" DNA in human cells -- and say it may prove helpful in the fight against cancer.
The unexpected discovery, the result of a decade of research, is described in a paper published this week in Nature Chemistry.
In the paper, the researchers explain that four-stranded DNA -- dubbed the "G-quadruplex" after the building block guanine, one of the chemical bases that make up DNA molecules -- seems to be closely linked to DNA replication and cell division. Because of that, they argue, G-quadruplex DNA may play a role in the development of cancer.
"The existence of these structures may be loaded when the cell has a certain genotype or a certain dysfunctional state," study co-author Shankar Balasubramanian, professor of chemistry at the university, told the BBC. "We need to prove that; but if that is the case, targeting them with synthetic molecules could be an interesting way of selectively targeting those cells that have this dysfunction."
Balasubramanian and his colleagues believe their discovery may help make it possible to stop the "runaway cell proliferation at the root of cancer," according to Phys.org. The idea would be to target quadruplexes with "synthetic molecules that trap and contain these DNA structures -- preventing cells from replicating their DNA and consequently blocking cell division," according to Phys.org.
However, the scientists say that much about four-stranded DNA remains a mystery.
?There is a lot we don?t know yet. One thought is that these quadruplex structures might be a bit of a nuisance during DNA replication -- like knots or tangles that form," Balasubramanian said of the discovery, according to a statement released by the university. ?Did they evolve for a function? It?s a philosophical question as to whether they are there by design or not -- but they exist and nature has to deal with them. Maybe by targeting them we are contributing to the disruption they cause.?
As the Cambridge website notes, this is not the first time that scientists have considered the existence of quadruplex DNA. In fact, studies over the past two decades have shown that the four-stranded DNA structure can form in test tubes. However, such an occurrence had not yet been observed in living human cells.
By building on previous research, however, the scientists behind the new research have confirmed for the first time that these complex structures can be observed in human DNA. The scientists, whose research was funded by Cancer Research UK, say they first worked with hypothetical and computational models, and they conducted synthetic lab experiments before finally identifying, using fluorescent biomarkers, the quadruplex in human cancer cells.
?This research further highlights the potential for exploiting these unusual DNA structures to beat cancer -- the next part of this pipeline is to figure out how to target them in tumor cells,? Dr. Julie Sharp, senior science information manager at Cancer Research UK, said in a statement posted on the university website. ?It?s been sixty years since its structure was solved but work like this shows us that the story of DNA continues to twist and turn.?
